The Santo André Open SDG Conference Highlights Six Proposals That Will Be Submitted to the National Round

An event at the Technology Park brought together government officials, civil society, and experts to assess the 2030 Agenda in the Andreense region

Santo André, April 30, 2026 – Engaging society to broaden the reach of the Sustainable Development Goals (SDGs) and agreeing on proposals that can be implemented in Santo André were the focus of the 1st Santo André Open SDG Conference, organized by the Department of the Environment and Climate Change through Semasa (Santo André Municipal Environmental Sanitation Service). 

The event, which took place last Wednesday (29) at the Technology Park, is part of the “Santo André for the Climate” program and was organized in partnership with EMEA—the Parque Tangará Municipal School of Environmental Education—the Santo André Municipal Committee on Environmental Education, and COMUGESAN — Santo André Municipal Council for Environmental Management and Sanitation—as well as the Departments of Education, Social Assistance, and Economic Development and Job Creation. 

More than 160 people attended the event and participated in the morning and afternoon discussions, contributing to the local dialogue on reducing inequalities, democracy, social inclusion, sustainability, innovation, and participatory governance. 

 The opening of the event, which featured a musical performance by the Locomotiva Orchestra, was attended by the municipal secretaries of Environment and Climate Change, Edinilson Ferreira dos Santos; Economic Development and Job Creation, Evandro Banzato; and Social Assistance, Ana Claudia de Fabris.

 “The SDGs remind us that no one can be left behind. In Santo André, we reaffirm this commitment to the 2030 Agenda through collective action, working together to build a more just and sustainable city. Our pioneering efforts in environmental issues and technological innovation show that it is possible to transform ideas into concrete solutions for the benefit of the entire population,” says Edinilson Ferreira dos Santos, Secretary of the Environment and Climate Change.

 To discuss which proposals from André would be forwarded to the national level, the groups divided into four thematic areas, and everyone was able to vote on the proposals. The six proposals with the most votes in each area were:

 Axis 1 – Democracy, social inclusion, and reducing inequalities

Proposal 1: Create conditions that enable elementary and high schools to develop SDG awareness projects to engage the community. 

Proposal 2: Create neighborhood councils as a decentralized form of democratic governance and public participation. 

 Axis 2 – Environmental Sustainability

Proposal 3: Link a percentage of infrastructure funding to nature-based solutions.

 Axis 3 – Technological Innovation for Sustainable Development

Proposal 4: Create an accessible, georeferenced Unified Socio-Environmental System to serve as a tool for public planning and transparency. 

 Axis 4 – Participatory governance, collaboration, and means of implementation of the 2030 Agenda

Proposal 5: Align the municipal budget (PPA—Multi-Year Plan, LDO—Budget Guidelines Law, LOA—Annual Budget Law) with the SDGs.

Proposal 6: Promote the creation of project incubators to implement the SDGs at the local level, connecting the three sectors and available resources.  

 At the event, a delegate was also elected to represent Santo André at the national event, which will take place from June 29 to July 2 in Brasília. Santo André recently joined the federal program “My Municipality for the SDGs,” an initiative of the General Secretariat of the Presidency of the Republic aimed at strengthening the 2030 Agenda at the local level. With this participation, the municipality becomes part of a national cooperation network, gaining access to technical support, training, monitoring tools, and opportunities for institutional coordination and funding.
